Yes, this is called asexual reproduction. Some trees do it, so can most grasses, and a fair few forbs can. What they do is produce tillers at the roots and send them out via rhizomes or stolons below or above the ground, respectfully, and from these tillers or rhizomes, growth points emerge to create new grasses.
