Passports are only issued to citizens of the country concerned. For German citizenship. what is decisive is the parents' citizenship, not the country of birth.
Dual citizenship means full citizenship of one country and partial citizenship of the other country whereas double citizenship means full citizenship of both the countries.
Use your UK passport for easier entry. Am surprised you have dual citizenship though the US didn't allow it.
