Can a person that has state farm car insurance let someone else drive their car even if that person is not on the policy?

How often is this person driving the vehicle, do they reside with you in the household? If you answers often and yes - and they are not on the policy, they should be a named driver in order to be covered.

Ask an insurance company for a "broadform" policy. That will cover you for any car you drive. Yes, although it's rather pointless. Why pay for insurance on something that you don't even have or own ... there is no need. If you drive someone else's car, you are covered under their insurance policy, provided you have their permission to drive it.

It depends on the policy provider but my Allstate Insurance covers licensed drivers who drive my vehicle with my permission. Mine also covers me when I drive an uninsured car.
