Yes they can. HIV tests detect Your immune systems HIV anti-bodies and not the HIV itself. In the months after infection (around 6) Your body has not produced enough anti-bodies to be detected on a test. However the person is HIGHLY infectious during this window period. When the Immune system begins fighting back and producing high levels of anti-bodies,this will cause a postitve result on the test.

Yes. Signs of HIV infection are not by themselves proof of HIV infection. Other conditions like mononucleosis, viral hepatitis, other sexual transmitted infections, and viral hepatitis can cause symptoms that are similar to those experienced by people who are infected with HIV. In these cases the person tests negative for HIV because there is no HIV infection.

There is no such thing as being a "carrier" of HIV. If you are infected with HIV, you will test HIV positive within 90 days on infection.
