Yes, however there are risks involved. First of all, most males with Down's Syndrome tend to be infertile, or have a sperm-count so low they cannot effectively reproduce. If they do manage to reproduce, there are many issues that can arise due to the production of gametes (sex cells) during meiosis. For example in males, they will produce 2 normal sperm and 2 sperm with the ability to form trisomy-21 (the cause of Down's Syndrome). However, two normal gametes must meet in order for a healthy child to be produced, and it only takes one abnormal gamete to create an embryo with trisomy-21 - Down's Syndrome. Furthermore, if two abnormal gametes fuse, the result is an embryo with 48 chromosomes, which causes spontaneous abortion.

Individuals with Down's Syndrome are usually counselled to utilize contraceptive methods, or are simply not taught how to procreate. However, if two individuals with Down's Syndrome wish to have a child, special genetic and life counselling is necessary in order to reduce costs and increase quality of life.

Yes, they can bear a child together, although there is a strong chance that the child will be born with Down syndrome (a 94.5% chance). On the other hand, though, the child may be born with no birth defects at all.
