1. When the court instructs an individual to financially support his/her children, that is not a suggestion. The court may use whatever means it determines necessary to force an individual to meet those obligations.

2. If an individual is not in compliance with the obligations determined by the court, a judge may force compliance by confiscating property or wages. If one job does not provide sufficient income to pay for the obligation, the judge may require that income from a second job be applied to the debt. To my knowledge, the only requirement is that the employee be allowed to keep half of his income.
