No because the child is not considered an American if it was not born in the U.S Actually, yes... In most cases, one is a U.S. citizen if both of the following are true: # Both parents were U.S. citizens at the time of the child's birth # At least one parent lived in the United States prior to the child's birth. INA 301(c) and INA 301(a)(3) state, "and one of whom has had a residence." The FAM (Foreign Affairs Manual) states "no amount of time specified." He or she may also apply for a passport or a Certificate of Citizenship to have his or her citizenship recognized.

I believe you have to be born in America to be a citizen, or apply for citizenship.

The previous answer is incorrect. If you are born in another country but your parent is an American citizen they you too are an American citizen. They just have to fill out a CRBA form or Consular Report of Birth Abroad. If you are born on a US Military base that is also considered US territory.

Yes, but it requires the parent(s) notifying the U.S. embassy or consulate in that country, so that the child can get a birth certificate that verifies his or her American citizenship. According to information from the U.S. embassy in Peru (and repeated on other websites of other countries), "The official U.S. record is a Consular Report of Birth Abroad (CRBA) for a citizen of the United States of America. This document, referred to as the CRBA or FS-240, is considered a vital United States citizenship document. An original FS-240 is furnished to the parent(s) at the time the registration is approved."

Yes. A child born outside the US to American parents can become president. This is because he is born a US citizen and so therefore has the right to run.
