If by 'to recuse' you mean to imply that someone -- Jack -- other than the board member being recused -- Jill -- has a conflict of interest or cannot be impartial in a vote, then certainly the conflict must be verbalized and noted in the minutes.

As well, a record of the vote by board member name could be recorded in the minutes. If Jill's vote is the deciding vote, then the validity of the vote will forever remain in question.

Over time, anyone reading the minutes will be able to challenge the decision, based on who cast the deciding vote.

If, on the other hand, Jill's vote is not a deciding vote, then the conflict is simply noted, since it may appear in future matters where Jill could vote again.

Finally, Jill could prevent all this procedure and subsequent consternation if Jill recused herself, indicating that either she had a conflict with the issue or was unable to render an impartial vote.
