Any baby will share the genetic characteristics of both parents equally.

A child with one black parent and one white parent might inherit the genes that produce very dark skin or very light skin. That does not make the child all-black or all-white; she or he will still have the genetic connection to both sides of the family -- and hopefully, the social and community connections as well.

It is extremely rare but it can happen. Skin pigmentation is a matter of genetics, defective or recessive genes can cause this phenomenon to occur

Yes. On rare occasions, very light skinned babies are born to biracial couples. (But, remember, even "white" people have some degree of melanin in their skin cells. Only albinos are entirely without melanin.)
