It depends on your current age and the age at which you entered the USA. If you were in the US most of your life and in US schools most of your life then, NO you do not have to take the test. I do not know the cut-off age though.
Citizenship is a "you are or you aren't" with no gray areas. If your status is resident - permanent or otherwise - but not citizen, then you'll have to take the tests and meet the qualifications of citizenship.
