Yes.

Two passports can issued if you travel to say Israel and Arab countries. If you have an Israeli stamp in your passport, you will be refused entry to Arab countries. To obtain a second passport, you will need evidence and proof that you need one. This is usually documentation from your employer or otherwise.

I don't think you can hold 2 valid British Passport, but you can hold Dual Citizenship and have 2 valid passports from different countries.
