first i would check the fuse, then try a different lighter in socket, if neither of these remedies problem ginna have to take dash apart to remove socket and see what is wrong

The cigarette lighter / pwer socket is a constant hot socket. In most cars you can use this power socket at all times. It is best to remove anything(except the cigarette lighter) from this socket when the car is off.

The fuse is located behind a panel located above the hood release. It is called "socket" on the diagram on the panel. I noted, from the Owner's Manual, that the "cigarette lighter" is actually a 12 V outlet, really not intended for a cigarette lighter.

This is usually caused by a bad socket. When you put the lighter in it grounds out the positive and negative wires. Change out the socket and lighter and it will work fine.

When your cigarette lighter fuse is good and there is voltage measured between the fuse's load side to ground (To check this, use a dc voltmeter or a 12v automotive lamp and an automotive lamp socket. Connect one wire to the fuse and the other wire to the chassis of the vehicle the lamp should glow if voltage is present on the fuse terminal.), check the wire between the fuse and cigarette lighter. This wire should be without cut and when the wire is good then check the connector on the cigarette lighter socket for loose connection or corrosion. One more thing is that, make sure that your cigarette lighter fits the cigarette lighter socket because not all cigarette lighters will work on some cigarette lighter sockets.
