There is no oxygen on Neptune, so, no.

In theory, you may be able to in a space suit, but still, physically, no, you can't breathe on Neptune.

Neptune is too cold to support life and too cold for electronic equipment to operate properly (such as space suits).

The atmosphere on Neptune is 80% hydrogen and 19% helium with trace of methane. As you can see there is a lack of oxygen (the gas we actually use when we breath) so you would not be able to survive on breathing this atmosphere.
