In the second scene of the original Halloween (1978), Michael Myers' doctor (played by Donald Pleasence), Dr. Loomis, is being driven by a nurse to retrieve Michael for a court appearance. The nurse remarks that the only thing that ever bothers her about the mental patients she cares for is their gibberish. Dr. Loomis replies that she doesn't have anything to worry about, because Michael hasn't said anything since he killed his sister when he was six years old (fifteen years ago). And as far as I know, he never says anything in any of the movies.

The only instance the audience experiences Myers speaking is in the Rob Zombie remake of the original Halloween, and Myers speaks only as a child. We are led to believe that Myers becomes mute while being held at Smith's Grove Sanitarium, while still a young boy

He does a talk but its only in the directors cut he says die and he also was supposed to say boo but that line got cut

Jason is mute and because of all the years of him in crystal lake water rotting, he possibly forgot how to talk. The director also thought it would be creepier if he didn't talk, and he's hydrocephalic. Same with Michael Myers and Leatherface, they just stopped talking, or were never taught how to talk like Leatherface. Michael knew how to talk so had Jason but had forgotten over the years.

Michael knows how to talk he says "Die" in the directors cut. Jason is a silent killer in which there is no need for him to talk, also in Freddy vs Jason, Jason slants his to the right when Freddy talks showing that he is trying to understand but can't.
