First, for the purposes of this question, I am narrowing the analysis to Jews who keep kosher, e.g. follow the dietary laws, and also ignoring any personal Allergies.
While Jews can eat sushi, they can only eat vegetarian sushi or sushi from kosher sea creatures, like tuna, salmon, yellowtail, butterfish, mackerel, spanish mackerel, etc. All non-fish (crabs, shrimp, prawns, etc.) are not kosher and prohibited. Additionally, if there is any meat elsewhere in the meal, the sushi cannot be prepared with any dairy, and must be prepared koshered utensils (utensils that have been properly washed and/or have never had contacted with dairy). Conversely, if the sushi has dairy in it (Philadelphia rolls), meat must be wholly excised from the meal, but fish does not count as meat.

Sure, so long as it's kosher sushi, made from kosher fish. (Most vertebrate fish, but not all, are kosher. Invertebrates like squid or shellfish aren't.)
If the spring rolls in question are made from all kosher ingredients in a kosher kitchen, they would be kosher. The same is true for spring rolls containing meat.
I believe so.

Egg rolls made only with kosher ingredients and prepared in a kosher manner are kosher. Egg rolls with meat in them should not be used in a dairy meal and vice versa.

Tootsie Roll Pops were not included in the OU's latest announcement that they are providing Kosher supervision to Tootsie Rolls and some other Tootsie products. The word on the street is that they are working on getting the Tootsie Roll Pops under Kosher supervision but nothing has been announced yet.
