the cost of sending a phone might be more than $100 for shipping and might not come the entire way.

You can certainly mail an iPhone to your son in Iraq... The problem your son may run into is AT&T does not have service in Iraq. There is a cell phone service that uses GSM signals in Iraq called Korek. So, if the iPhone you send your son is not under contract to AT&T, has been unlocked by AT&T and your son can get Korek to sell him service through their GSM towers then your son would be able to use that iPhone in Iraq.
