A business letter usually has a full return address (or is printed on letterhead stationery), and has an inside address identifying the person and/or company, street address, city and state it is going to. An inter-office memo does not need all that because the sender and recipient are often in different rooms in the same building so they have the same street address.
Also, buisiness letters are often more formal, concern degotiations between companies, and could later become legal documents if there is a dispute. Inter-office memos often are about mundane topics such as who needs some more rubber bands or Post-it notes.
