The weather layer in Google Earth allows you to see weather imagery and data overlaid on the map. Real-time tracking of tornadoes and hurricanes can be done both with image overlays and colored lines and circles showing the path and strength of the storm.
With respect to satellite imagery, if a hurricane was in a given area then the image would be largely covered in clouds and most features would not be visible in which case Google would probably reject that image. However, Google Earth does have a near real-time weather layer that can be displayed as an overlay on the base satellite imagery. If a hurricane was present then its effects would appear in the weather layer particularly in the clouds and radar views.
