They are neither, in the strictest sense. Arabs did not leave the Arabian Peninsula until the 600s B.C.E. (and then not en masse until the Conquests of Omar in the 640s C.E.) and both Abraham and lot were born in Ur in Mesopotamia. Secondly Arabs trace their lineage back to Ishmael, Abraham's son which would mean that while he was the father of the Arab progenitor, he himself would not be Arab.
As for being Israelites, while Abraham would eventually spawn the Israelites by way of Isaac, the same point holds that he would not be Israelite on the grounds established above for the Arabs.
This is one reason that Judaism, Islam and Christianity are collectively called the Abrahamic Religions. Their origin myths all claim Abraham as a progenitor.
Ethnically, most people believe Abraham and Lot to be Chaldean, a Mesopotamian ethnicity that dominated the southern Mesopotamian region.

Abraham. Abraham knew that God had slated Sodom and Gomorrah for destruction because of how great their sin was, but he knew that in the city lived his nephew Lot and his family. So, after the pleading, it came down to the fact that only Lot and his family were worthy of saving and the rest of the people in those cities were destroyed. At the time of the Israelites move into the Promised Land,Moab and Ammon were the nations on the eastern border of the Dead Sea. These two nations were related to the Israelites through Lot, Abraham's nephew (Gen. 19:33-38). The Israelites were not to disposes these people (Deut.2:18-19).

Abraham took in Lot letting him be apart of his family. He took care of him and taught him, they shared land together. Then later Abraham gave Lot the choice of land he wanted.
