Are stores legally required to accept coupons?
I believe you will find a caveat in the fine print of many coupons that says "Redeemable at participating dealers" or something similar. This would indicate that not all dealers are necessarily participating in the promotion. The reason for this is that, in some cases at least, the dealer is required to buy a certain quantity of stock to qualify, so smaller dealers may opt out.

Unless the coupon has expired or has "at participating stores" or something to that effect printed on it, the store should redeem their own coupon if the requirements fo…r redemption have been met by the customer (usually includes a purchase of same or lhigher value).

Most stores do accept lean cuisine coupons, if they are manufacturer coupons. If it is not a manufacturer coupon, make sure to check the store that issued it. If you don't hav…e that specif store in your area, but a branch of it they may still accept it.
Not that I know of. Win Co in general aren't too nice about coupons, including the one's they give out.

All stores do not accept coupons from Hot Topic. Hot Topic coupons can be used at Hot Topic stores to purchase clothes, music, accessories, or anything else they sell.

No, they are not. The company circulating the coupon also will not honor the coupon, whether or not the store takes it. Which they probably won't.
