Biodegradable means that something will be broken down naturally to its original components by microbes in the environment. Recycle means to use thing for more then one time and to after the product has been used by manufacturing processes use the material for something else
Biodegradable plastics include any type of plastic that biodegrades. This would include bioplastics as well as traditional plastics additives which allow the plastic to biodegrade when placed in aerobic (compost), anaerobic (landfill) or marine environments. A bioplastic refers to plastics made from renewable biomass such as found with plant starches i.e. corn, potato, beet. There are other bioplastics that use other methods for creating the polymer such as fermenting sugars or wood cellulose. Some of bioplastics on the market today include; PHA, PHB, and PLA. Keep in mind that a bioplastic although does not directly use fossil fuels to create the polymer usually requires more overall fossil fuels in the farming, processing and manufacturing than traditional plastics.
Generally recycling is eco friendly because rather then creating new material which more often the not requires the production of harmful materials you are reusing these and sparing the environment the extra pollution
