It would be a waste of time and money. You would have to make a special adapter to hook the exhaust to the manifold. On a turbo header, the exhaust hooks to the turbo and the turbo to the manifold.
The answer is yes, you would have to buy the correct turbo kit (turbo, oil lines, turbo exhaust manifold, intercooler, piping, etc) and tuning software (DSMlink). It is a good bit of work if you are not experienced with cars and building them. To turbo a non turbo car is is important to make sure the engine can handle it and SHOULD be rebuilt properly to ensure that it will last. If you are serious about this than I suggest reading up on dsmtalk.com and dsmtuners.com both are forums about everything 4G63 and even the 420a engines (non turbo'd eclipse/talon 1995-1999)

If your car is a "sport" model with the turbo engine, there will be a switch under the dash. If not, then you will not have a switch OR spoiler! Your manual lists options you may not have.... Mine is a turbo so it has the switch and spoiler.
Replacing a CT9 Turbo with a CT12a turbo in most cases would not be a good idea. It really depends on the brand being talked about, but most every brand would require the Turbo called for.
