There are two types of formatting. First is a quick process and usually takes about couple seconds. The program which is responsible for the formatting process cleans (erases) so called MFT (master file table), but files are still kept on the hard drive. When you install/copy any information on a such hard drive the information is written just on top the old information (the old information has been destroyed). Second is a much longer process and usually takes hours. All files are present on the hard drive will destroyed and MFT will be cleaned too. The second one is recommended for new hard drives, usually you need to perform it only once, unless you have some bad sectors showing up.
