I have a 97 s-10 blazer and the flasher is behind the dash just to the left on my radio. I bet yours is in the same spot Too add to this users answer...yes, it is there behind the dash, and in my 95 GMC Sonoma I had to remove the front lower dash panel to get to it, using a "star " like tool. The flasher on the right was for the turn signals, and on the left for the hazards.
Yep, one for the signals and one for the emergency flashers.
In our 96 Blazer S10, it was behind the radio. We had to remove the radio to get to it.
You have a short in the wiring or at one of the bulb assemblies.

it is located behind the ciggeratte lighter. But you have to have the star drivers to be able to get to it
Flasher Relay is located, (Front seating area, passenger side, behind dash, under access panel, mounted in fuse panel in glove compartment behind).
If the turn signal bulbs light but will not flash, the flasher relay is defective, replace it.
Check the turn signal relay. The four way flasher and the turn signals each have their own relay. It has a fuse for the turn signal
The turn signal flasher is located behind the ashtray. Remove the lower panel, where your ashtray is and it's right there.
The flasher unit for both the turn signals and the emergency lights are under the dash, between the center console and the storage area. It's not hard to get to, just takes some time and patience.
