remove the large plastic shield under the steering wheel-something like 8 screws. The blinker is near the steering column.
Replace the Turn Signal Flasher Relay.

There are several things that can cause your 1998 Mercury Villager rear fan to stop working. The most common cause is a disconnected or corroded ground wire.
Two different switches. The combination switch on the column is most likely the culprit. This may be fuses. The turn signals and hazard lights are fed by separate circuits.
Bulbs? Sockets? Steering column switch?
I believe the flashers are on a separate fuse than the blinkers, that is where I would first start to look, is the fuse box

The washer pump has probably failed or is plugged with dirt.
Replace the instrument cluster.
There could be numerous problems that may cause this fault. Personally, my blinkers started going out (working sometimes and sometimes not) and what I found out is this...The flasher switch that is located in the dashboard above the radio is faulty. When my blinkers do not work i just tap down on the flasher switch without turning it on and my blinkers work again. Shotty electrical work in this car if ya ask me.
Could be a fuse issue if they have stopped working or a dynamo, alternator, generator issue ie, not putting out enough current.
