Jesus, in Matthew 16:28 was referring to His imminent appearance on the Mount where He was transfigured (recorded in the next verse) in His kingdom of glory. Peter, James and John were the only ones who saw the kingdom in this way and heard the voice of God. This occurred six days after Jesus made the statement.

These words are found in Mark 9:1 and they are greatly expanded on in Mark chapter 13. The Gospel of Mark was written approximately 70 CE, at the time of the terrible civil war that raged within the walls of Jerusalem, even as the Romans besieged the city from without, followed by the destruction of the Temple and the enslavement of many. No wonder he wrote that brother shall betray brother. It seemed as if the end of the world really was about to happen. He placed in the mouth of Jesus a prophecy to all the disciples that the end of the world would come during the lives of many of those to whom he was actually talking. They would not taste death until they see the kingdom of God on earth.

Both Matthew and Luke take up this theme from Mark, but in recognition that by the time of their writing the apostolic generation had already passed away, they minimised any suggestion of an imminent end of the world.
